The NLS is announcing a submission for a bylaw change to be voted on at the upcoming annual meeting. This proposal suggests adding the Regional Coordinators as voting member delegates, regardless of their secretariat status. It entitles each RC to one vote per person.
All delegates are strongly encouraged to read the proposal below bylaw and familiarize
yourself with the proposed amendments. Please be prepared to discuss and vote on this
proposal at the 2026 Annual Gathering in July.
Bylaw 4.2 to the National Lutheran Secretariat Constitution currently reads as follows:

4.2 Each affiliated secretariat will receive a minimum of two lay delegates and one
additional lay delegate for every 75 pilgrims over the previous five calendar years, up to a
maximum of six lay delegates. For example, 2022 lay delegates will be determined by the
results of annual reports submitted from 2017-2021. If an annual report is not received by
April 1st, data will be used for the years for which there is data.

Further, Regional Coordinators (RCs) shall also be delegates with full rights to vote at the Annual Meeting, and any other legally called meeting.
